ST. LOUIS — This is an official press release from the U.S. Department of Justice (USAO - Missouri, Eastern), published as received.
ST. LOUIS – U.S. District Judge Cristian M. Stevens on Tuesday sentenced a convicted felon from St. Louis to 115 months in prison for shooting and wounding a man in March.
Shan Mims, 39, admitted in July that he used a stolen .380 caliber handgun to shoot the man on March 17, 2026. He also admitted that St. Louis Metropolitan Police Department officers found the gun and cocaine base in his bedroom in a court-approved search nine days later.
The shooting was captured on surveillance video at Mims’ apartment complex. The video shows Mims throwing a water bottle at the victim’s car as it drove by. Mims then approached the victim’s car with his hand inside his jacket, as if he had a gun. In response, the victim opened his car door and produced a handgun. Mims pulled his own and they exchanged gunfire. After shooting the victim, Mims ran down a sidewalk and out of view of the video camera as the victim closed his car door. Mims then circled back into view of the video camera and stood behind a tree pointing his firearm at the victim. The victim fired once at Mims before driving off.
At the time, Mims was on supervised release, having pleaded guilty in U.S. District Court to being a felon in possession of a firearm and possession with intent to distribute a controlled substance in a 2022 case. He was sentenced to 46 months in prison for those offenses.
The St. Louis Metropolitan Police Department investigated the case. Assistant U.S. Attorney J. Christian Goeke prosecuted the case.
