PITTSBURGH, PA. — This is an official press release from the U.S. Department of Justice (National Security Division (NSD)), published as received.

PITTSBURGH, Pa. - A resident of Valencia, in Butler County, Pennsylvania, has been indicted by a federal grand jury in Pittsburgh on a charge of receiving a firearm and ammunition, knowing or having reasonable cause to believe that the firearm and ammunition would be used to commit a felony or a Federal crime of terrorism, including providing, attempting to provide, and conspiring to provide material support or resources to a designated Foreign Terrorist Organization (FTO), United States Attorney Troy Rivetti announced today.

The one-count Indictment named Jonathan Hunter Kramer, 21, as the sole defendant. Kramer previously was charged with that crime by federal criminal complaint (read the complaint news release here) and remains detained pending trial.

According to the Indictment, on or about September 12, 2026, in the Western District of Pennsylvania, Kramer knowingly received a semiautomatic rifle, .223 caliber ammunition, and 5.56 caliber ammunition, knowing and having reasonable cause to believe that the firearm and ammunition would be used to commit a felony or a Federal crime of terrorism, including providing, attempting to provide and conspiring to provide material support and resources to the Islamic State of Iraq and al-Sham (ISIS), a designated FTO. As alleged in the affidavit filed in support of the complaint, Kramer had been using the online persona of “Hamza Al Rashid” who claimed affiliation with ISIS, offered to share explosive manuals with others, and, just a few days prior to September 12, expressed his intent to prepare for his “mission” and that he was only missing a “weapon.”

The affidavit further details that, on September 12, agents of the Federal Bureau of Investigation (FBI) observed Kramer quickly depart his residence while carrying a bag. Thereafter, he acquired a long black bag from the trunk of another individual’s vehicle in the parking lot of a retail store, booked a hotel room, and visited the gun counter at a sporting goods store. FBI agents interdicted Kramer as he returned to the hotel in possession of three 30-round capacity rifle magazines and five boxes of rifle ammunition. Subsequently, the FBI executed federal search warrants upon Kramer’s person, hotel room, and residence, which resulted in the seizure of a semiautomatic rifle, five rifle magazines (two loaded and the other three each offering a 30-round capacity), a rifle bipod and scope, a total of 190 rounds of rifle ammunition, and other items, along with a handwritten note stating “DoNt look For me[.] IDK what I did buT I cant live In constant Fear[.]”

The law provides for a maximum total sentence of up to 15 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offense and the prior criminal history of the defendant.

Assistant United States Attorneys Brendan J. McKenna and Alyssa R. Angotti of the Western District of Pennsylvania and Trial Attorneys Andrew Briggs and Matthew Hracho of the Department of Justice’s National Security Division are prosecuting this case on behalf of the United States.

The Federal Bureau of Investigation, with assistance from numerous state and local counterparts, conducted the investigation leading to the Indictment.

An indictment is an accusation. A defendant is presumed innocent unless and until proven guilty.
